Dear NAFEPA Members:
I recently had the opportunity to speak
to over 400 school office personnel, and I challenged them with
three thoughts. The first is to never forget where you’ve been.
The second is to always remember who you are, and the third is
to know where you are going. I think we, as NAFEPA members,
would do well to accept the same challenges.
We are very fortunate to have members that have been a part of
our association for many years. The depth of their knowledge is
priceless to me and to your Executive Committee and Board of
Directors. They remember the days of getting our NAFEPA
association on a firm foundation and the challenges that face a
national organization.Who are we as an association? What are our main purposes? What
services do we need to provide our membership? These are all
questions that I feel we need to address as we move into a new
term of leadership in 2006-2008. Being mindful of the past, but
yet willing to step out and move forward is a challenge. Your
Board of Directors seeks your input as we make plans for the
next two years and beyond.
The NAFEPA Needs Assessment that you will find in this edition
of our newsletter and on our website is designed to offer you an
opportunity to provide the Board with your thoughts about what
we are and where we are going. Federal programs continue to
change, and we anticipate some changes in NCLB with
reauthorization, but we want to be ready to communicate with the
decision makers about ways to provide the best possible
education for all children in America.
Please take the time to complete the needs assessment. Feel free
to add additional comments and suggestions. We want to hear from
you. We need to hear from you.
You will also find information about our 2006 scholarship
recipients in this edition. Karen Jensen and the scholarship
committee did an outstanding job of pulling the process
together. These young people are to be commended for their
accomplishments, and I know you join me in wishing them the very
best in their college experiences.
Thanks for your continued support of NAFEPA and I hope you have

Officers
For the next two year term - October 1,
2006 - September 30, 2008:

President:
Bobby Burns, Deputy Superintendent, Calhoun County School
District, Alabama. Mr. Burns served as the NAFEPA representative
from Alabama and was elected Member at Large to NAFEPA’s
Executive Committee in 2002. He was elected as president of
NAFEPA in 2004, and he has now been elected to a second term.

Vice
President: Rick Carder, Director. State & Federal Programs, Grant Joint
Union High School District, California. Mr. Carder is one of the
California representatives on the Board of Directors. He was
elected Member at Large to the Executive Committee in 2004, and
he chaired the Membership Committee. He has now been elected to
serve as Vice President.

Treasurer: Randy Thudin, Principal, Cloquet School District, Minnesota.
Mr. Thudin was the Minnesota representative on the NAFEPA Board
of Directors and was elected as secretary in 2000. In 2004 he
was elected as treasurer and has now been elected for a second
term in that position.

Secretary: Debra Baros, Assistant Superintendent, Cuero School District,
Texas.
Ms. Baros was the Texas representative on the Board of
Directors. She was elected secretary in 2004 and has now been
elected to a second term in that position.

Past
President: John Pfaff, Principal and NCLB Coordinator, Sheboygan Area
School District, Wisconsin. Mr. Pfaff is a long time NAFEPA
member and officer. He has been secretary, vice president, and
most recently, president for two terms, 2000-2004.

NCLB and Reauthorization News
The Commission on No Child
Left Behind is an independent, bipartisan effort to improve the
No Child Left Behind Act and ensure that it is a useful force in
closing the achievement gap that separates disadvantaged
children from their peers. The Commission, an independent,
bipartisan effort, is co-chaired by former Health and Human
Services Secretary Tommy Thompson and former Georgia Governor
Roy Barnes. A series of hearings was held throughout the nation
in 2006 to look at the successes of NCLB and the provisions of
the law that need to be changed. The Commission will report to
Congress and the Administration in early 2007 with its
recommendations.
In the summer of 2006 the
Commission on No Child Left Behind is having a series of
in-depth roundtable discussions to gain a more extensive and
thorough understanding of key issues in the debate over NCLB. The
first roundtable was held on June 20 in Washington DC. Its focus
was on gaining parental and grassroots perspectives on how
NCLB is working for parents and children. What do parents
think about NCLB and how it has been implemented? Are they
finding it difficult to understand their rights and options
under the law? Is NCLB living up to what parents thought it
would deliver for their children? The second roundtable was
held on June 28 with a focus on rural schools and how NCLB is
impacting schools in rural communities. What challenges are
they facing in ensuring teachers are highly qualified? How does
accountability and testing work in small, rural schools? How are
public school choice and supplemental services being provided in
rural areas?
This is the tentative
schedule for July and August:
July 20, Early Childhood
Education: The focus is on the involvement of early
childhood programs under NCLB. At what rate are NCLB funds
being used to support early childhood education? Should there be
more support for early childhood education under NCLB? How
effective are NCLB funded early childhood programs?
July 21, Limited English
Proficiency: The focus is on how states and schools are
implementing NCLB's requirements for English proficiency and
academic progress for limited English proficient students.
Are limited English proficient students being tested properly?
Are these students gaining English proficiency as well as
academic knowledge? Are we holding schools accountable for the
performance of LEP students in the proper manner?
August 2, Children with
Disabilities: This focus is on how NCLB's provisions have
impacted children with disabilities and special education
teachers. Are the proper assessments and supports for
children with disabilities available? How have NCLB's highly
qualified teacher provisions impacted special education
teachers?
August 4, High Schools and
College Readiness: This focus is on how NCLB has impacted
high schools and ensured that students are ready for college and
the workplace.
