Dear NAFEPA Members:

The NAFEPA Board of Directors has just finished the annual Fall workshop and meeting in San Francisco, California. Our theme for the weekend was “Simply the Best” and your state representatives on the Board proved it once again! The weekend was packed with activities. Kristen Tosh Cowan from the Brustein and Manasevit law firm joined us on Friday night to discuss our partnership with the firm and also to bring us up to date on the latest happenings with reauthorization on Capitol Hill. Saturday was full with a Board of Directors’ work session, committee meetings, and then a time of reporting from our committees. Sunday morning wrapped up the weekend with our annual Fall Board meeting.

I appreciate all of our Board members and officers for providing us with a very productive weekend. It takes a tremendous amount of time for your representatives to carry out the responsibilities, that we ask of them. The representatives not only provide information to you and your state, but also serve in leadership roles for our various committees. As I said, they are…”Simply the Best!”

This edition of our newsletter features our Spring Conference which will be held April 13-16, 2008, at the Omni Shoreham Hotel in Washington, DC. Rick Carder and the conference committee have done an outstanding job of putting together our conference with some of the top names in the nation in their respected fields. From the opening session with Doug Reeves to our closing session with Kristen Tosh Cowan, the conference will enlighten and encourage you. Jack Jennings, Stan Collender, and the U.S. Department of Education will also provide enlightening sessions. Time is also scheduled for Capitol Hill Visits to your members of Congress and Senate. This is one conference you don’t want to miss!

There will be a lot going on with our organization in the next few months. Scholarship information has been sent to your state representatives as well as the call for nominations for officers for the 2008-2010 term. Information for our annual awards will be sent to them very soon.

We continue to grow in the number of our members, and at the same time the quality of our organization keeps improving. I thank you for all you do! THANKS!!!

20 REASONS WHY YOU NEED TO BE AT THE 2008 NAFEPA CONFERENCE:

  1. You are a federal education program director, manager, coordinator; you are a superintendent, or district office administrator who works with research, grants, personnel, professional development or training; you are a school site principal or vice principal; OR you are a site or district employee who is funded from Title I or another programs under No Child Left Behind (NCLB).

  2. You know that you need to stay on top of what is happening with the reauthorization of the NCLB law.

  • The draft of the 2008 Legislative Position Paper has begun.

  • The work of the Senate and House with reauthorization of NCLB will continue to be followed.

  • The committee will stay tuned to the efforts of educational and other groups regarding reauthorization

  • Membership has increased significantly due to joint membership and the vendor booth at the NASTID conference.

  • Assistance is being provided for new state affiliates—especially in Colorado, Washington, Missouri and New York.

  • NAFEPA marketing needs to continue.

Bylaws: Terry Lizotte, NV, Chairperson; Glenda Virden, MI; Dale Zellmer, MN;

  • The bylaws are on the NAFEPA web page for review as needed.

  • The committee recommends changes in the purposes of NAFEPA to keep the goals simpler and more sharply focused.

  • Other changes to the bylaws are minor and represent clearer language.

  • The changes will be voted upon at the annual NAFEPA meeting in Washington DC, April 2008.

  • The conference for 2008 has been scheduled.

  • Registration for the conference is open as of mid October.

  • NAFEPA is once again working with A+ Events for conference planning and implementation.

Nominations: John Pfaff, WI, Chairperson; Randy Thudin, MN

  • The work on the Election Procedures document is almost completed.

  • Written nominations for officers will close on January 15, 2008

  • Oral nominations will be accepted from the floor at the annual meeting during the Washington DC conference in April.

  • Ballots will be sent to all members within 30 days of the annual meeting (by May 14, 2008)

  • Members can run for only one office at a time.

  • Members who nominate someone for an office must contact the nominee prior to making the nomination.

Needs Assessment: Gloria Williams, TX, Chairperson; Christian Johnson, NY; Denise Ling, SC; Jim Sheffer, PA

  • Conference Attendees will evaluate the sessions and also do a general needs assessment.

  • All members will be asked to comment on the value of the newsletter, web site, state representatives, and a general survey.

  • Members who do not attend the Washington DC conference will be asked why they do not attend.

  • The committee will discuss various ways to create more interest in joining NAFEPA.

  • The committee will discuss ways to better use the web site for closing the information gap.

  • The awards will stay the same as in previous years—information is on the web page.

  • The evening presentation during the conference will continue, and a speaker is being sought.

  • Each state is allowed five awards, but the recipients MUST be NAFEPA members.

  • Nominations for the other awards must go through the Executive Committee.

Archives: Marie Miller, MI, Chairperson; Paul Zinni, MA; Dan Loggi, NJ

  • Everett Mann provided the committee with a large collection of photographs from past years.

  • The Committee will once again have archive materials available for viewing at the conference.

  • The archived photographs and other materials will also be available on a CD and on the web page.

Scholarships: Karen Jensen, AL, Chairperson; Mary McGrane, CO; Annette Jennings, LA

  • Three scholarships of $1,500 are awarded each year.

  • Applications will be sent to Board members in October to make available to students within their state.

  • The due date is February 2, 2008.

  • Fall 2007 transcript is required.

  • The Demonstration of Financial Need section will be reviewed and clarified.

  • The practice of awarding $100 gift cards to all NAFEPA applicants will be discontinued.

  • Recommendation: Increase scholarship amount by $500 for 2008-09 or increase the number of scholarships as interest increases.


NAFEPA - SIMPLY THE BEST—by Everett Mann, Ohio

The NAFEPA Board of Directors annual meeting themed “Simply the Best” was held on October 5-7, 2007 in San Francisco, California. As President Bobby Burns finishes the last year of his second and final two year term, he reminded us of the accomplishments we have made and what he sees as the work that lies ahead.

ACCOMPLISHMENTS

  1. NAFEPA is financially solvent and has a growing, active membership base.

  2. Attendance at the 2007 Annual Spring Conference in Washington, D.C. set a new record.

  3. Four states will receive assistance for new affiliates, and we have outreach efforts in other states that are not presently NAFEPA affiliates.

  4. Our 2007 position paper on NCLB reauthorization has been requested by other groups, and we have used it for comments on several NCLB legislative proposals for reauthorization.

  5. The 2008 Annual Spring Conference information for registration will be on line at the NAFEPA website this month. http://www.nafepa.org/

  6. Through the partnership with the law firm of Brustein and Manasevit, NAFEPA is closely following Title I school-wide fiscal accounting issues and possible new regulations and interpretations. (USDOE, OIG Audit 6-20-07 Ohio)

WORK THAT LIES AHEAD

  1. NCLB reauthorization and subsequent implementation and evaluation whenever it occurs.

  2. Working with the new NAFEPA Executive Committee Officers, especially under the leadership of a new president in 2008.

  3. Disseminating the new by-laws of NAFEPA to our members, partners, and supporters to help them understand our purposes and procedures.

  4. Reviewing our scholarship policy in terms of the number of scholarships and their amounts.

  5. Holding in-services for our membership that meet their needs and budgets.

  6. Planning the future of NAFEPA for the next five to ten years as we approach our 35th anniversary as an organization in 2009.

It’s TIME for Scholarships!
All NAFEPA Board members have the scholarship information. Three scholarships at $1,500 each will be given in 2008. Each affiliated state may nominate one student for a scholarship. States that have enough NAFEPA members to have two Board members may submit two names. Contact Karen Jensen, Alabama Board member, for more information (see page 8).

It’s TIME for NAFEPA AWARDS!
The information about NAFEPA leadership and service awards will soon be on the NAFEPA web page at www.nafepa.org. In addition to the State Leadership Awards, the following are also given: Ralph Steffek Award, Distinguished Service Award, Meritorious Service Award, Recognition/Service Certificate.
